Adopted State Plan for Independent Living (SPIL) 2025-2027
The Washington Statewide Independent Living Council is required by the federal government to create a three-year state plan to address the needs of people with disabilities in our state. Our State Plan for Independent Living (SPIL) is drafted by our council members with input from the community at several stages of its development.
The plan guides our daily work to ensure we are meeting the needs of the disability community and to hold ourselves accountable to specific goals and metrics.
Top three goals of the 2025-2027 plan:
- Diversity Equity Inclusion and Accessibility: People with disabilities from underserved and unserved communities have equitable access to Independent Living-related services and support.
- Inclusive Emergency Planning: Access and functional needs are central to emergency preparedness, response and recovery for people with disabilities across communities and systems, including individuals with disabilities living within tribal communities.
- Network Growth: The Independent Living Network operates effectively, has adequate funding and has the capacity to expand.
